Corporate Services Procurement is part of Expedia Group's Corporate Functions, partnering with stakeholders across Finance, Legal, People Team, Real Estate & Workplace, Marketing, and Technology to source and manage the services that keep our business operating efficiently and compliantly. Global Procurement's Corporate Services team sits within Finance and is accountable for how Expedia Group sources and manages critical external services worldwide, including our global external workforce. As the Program Manager for the eTalent program, you will own and evolve Expedia Group's external workforce program in partnership with our MSP and VMS providers, ensuring we engage contingent talent in line with Expedia Group's External Workforce Policy while balancing cost, risk, and speed to value for the business. This is a high-visibility role, based in Seattle, that sits at the intersection of Finance, HR, Legal, and Technology and gives you the opportunity to shape how Expedia Group attracts, manages, and governs external talent globally.

In this role, you will:

  • Lead Expedia's end-to-end contingent workforce program, owning strategy and operations across Managed Service Provider (MSP), Vendor Management System (VMS), and direct sourcing channels for agency workers and SOW/services suppliers
  • Own the strategic relationship with MSP partner(s), including governance cadence, performance scorecards, issue escalation, and continuous-improvement initiatives focused on cost, quality, speed, and compliance
  • Oversee configuration, optimization, and governance of VMS platform(s) (e.g., requisition workflows, approvals, rate cards, worker tracking, integrations, and reporting) to provide a single system of record for all non-employee labor and supplier SOWs
  • Partner with Procurement and business stakeholders to design and maintain channel and supplier strategies (MSP supply base, direct sourcing, and in-program SOW vendors), including competitive rate-card management, supplier rationalization, and support of diversity and risk objectives
  • Govern the end-to-end requisition-to-payment lifecycle for contingent workers and SOWs to ensure adherence to External Workforce Policy, worker-classification standards, and SOX/audit controls
  • Develop and maintain program analytics and dashboards (e.g., spend, fill rate, time-to-fill, supplier performance, SOW budget compliance, savings) and use insights to recommend strategies to senior stakeholders
  • Lead change management and stakeholder engagement with HR, Finance/AP, business sponsors, and technology teams to increase adoption of MSP/VMS/direct sourcing processes and eliminate off-program arrangements
  • Lead or support RFPs and contract negotiations for MSP, VMS, direct sourcing, and SOW vendors, leveraging market benchmarks and industry-standard fee models to optimize total cost of ownership

Experience and Qualifications

Required:

  • 8+ years of experience in procurement, category management, or contingent workforce/external talent program management within a large, matrixed, global organization
  • Deep knowledge of external workforce programs and policy, including distinctions between staff augmentation and SOW/CSA models, worker classification, tenure/break-in-service rules, and background check requirements
  • Hands-on experience managing MSP/VMS-based programs across multiple geographies, with a comprehensive understanding of how these tools and partners underpin scalable external workforce operations
  • Proven track record of delivering savings and value through strategic sourcing, negotiation, and supplier performance management, ideally within services, labor, or professional services categories
  • Comprehensive governance and risk management mindset, with experience applying corporate policies (Procurement Policy, External Workforce Policy, Code of Conduct) to real-world sourcing and workforce decisions
  • Excellent stakeholder management and communication skills, with the ability to influence senior leaders, facilitate cross-functional decisions, and translate complex policy and data into clear, actionable guidance
  • Bachelor's degree in Business, Finance, HR, Supply Chain, or related field; or equivalent related professional experience

Preferred:

  • Advanced degree or professional certification in procurement, HR, or project/program management
  • Program and/or people leadership experience, demonstrating the ability to lead through ambiguity, enable change across functions, and build or mentor teams
  • Experience in technology or travel industry
The total cash range for this position in Seattle is $110,500.00 to $155,000.00. Employees in this role have the potential to increase their pay up to $177,000.00, which is the top of the range, based on ongoing, demonstrated, and sustained performance in the role.

Starting pay for this role will vary based on multiple factors, including location, available budget, and an individual’s knowledge, skills, and experience. Pay ranges may be modified in the future.
